Abstract

This age is characterized by a set of technological developments and changes, which all institutions and organizations, including public libraries, try to keep pace with in order to achieve the best performance and the highest quality. This can only be achieved through depending on either a set of international criteria or a group of Arab standards whose core is compatible with the international criteria, such as the American, European, and Australian standards, the American Disability Act standard (ADA), and the International Federation of Library Associations standards (IFLA). Therefore, this study presents a description and analysis of the unified Arab standard of public libraries prepared by the Arab Federation for Libraries and Information in an attempt to determine the aspects of strength referred to by the standard and the aspects of weakness detected by the researcher, The aspects of weakness include the reference to incomplete or unclear items and the points that were not mentioned by the standard. The researcher then works to add these points to the standard so as to achieve the highest level of coverage and to ensure familiarity with all the aspects, which, in turn, serves the mission, visions and objectives of public libraries with all their dependencies and in all their locations The first part of the research deals with four criteria:the standard of legislation and legal establishment, the standard of administrative and financial organization, the standard of buildings of public libraries, and the standard of establishment and processing in public libraries
