A Proposed Plan for Libraries to Address Climate Change: Misr Public Libraries as a Model

Abstract

This study aims to propose a strategic plan (2025–2029) for the Public Libraries of Egypt system to address the impacts of climate change. The plan is based on international best practices in this field, while considering the local conditions of the Egyptian environment. It seeks to serve as a guideline for Egyptian public libraries in developing their plans to confront challenges resulting from climate change's effects on their performance and services. Additionally, it aims to enhance their adaptability to climate changes and mitigate their impacts. The researcher developed the plan by analyzing the Egypt National Climate Change Strategy (NCCS) 2050, the Sustainable Development Strategy (SDS): Egypt Vision 2030, and the proposed strategic plan (2022–2026) for the Public Libraries of Egypt system (Aman, 2021). The analysis focused on the main components and objectives of these strategies. Furthermore, the study examined the characteristics of the local environments surrounding the system’s branches to identify potential climate change manifestations and ways to address them. Finally, the study concludes by recommending that climate change preparedness planning should include a comprehensive assessment of potential risks, identification of necessary resources and tools, and the development of plans to guide teams and individuals at all stages of addressing climate change impacts. Moreover, awareness and education efforts should be strengthened among staff and library users regarding the phenomenon and the measures adopted to combat it.
