The study aims to identify what knowledge management is as a key element and important in institution-building and development. The study highlights the importance of the role of knowledge management in providing the required information to support decisions, achieve competitive advantages, coordinate operations, and organize procedures within the organization, which helps achieve its goals. Knowledge management processes and the most important elements of its successful application were also addressed, with an introduction to its role in achieving the building of institutions, especially the governmental ones, developing their performance, and improving products and services. The study also reviewed the requirements for applying knowledge management in the government sector, such as an organizational culture that is aware of the concept of knowledge management and encourages its application, supportive organizational leadership, distinguished and trained human resources to apply it, and advanced technologies and a technological environment. The study also monitored the most important challenges facing the application of knowledge management in government institutions. The study was based on the descriptive analytical approach. The study also illustrated the most important types of knowledge in government institutions and reviewed other concepts relevant to knowledge management in government institutions. The study concluded that Knowledge management is a mature administrative tool and methods to raise the efficiency of the performance of government institutions and agencies. It also works to reduce costs and improve quality in several areas such as developing government policies, enforcement of regulations and laws, disaster and crisis management, health services and social development.
