Abstract

Manuscripts are among the most important types of cultural legacies of any country, so protecting them is of great importance. It is important to inform people, especially future generations, about the legacies of their country. Every people should be informed about their civilizations and legacies. In order for his national and humanitarian spirit to be strengthened and his creative ability to be stimulated through his knowledge of what was left behind by his predecessors, benefiting from their expertise and experiences, and citing lofty and noble values in a way that contributes to enhancing dialogue between cultures and a person’s respect for himself, his identity, his national affiliation, his ancestors and his country, and in order for us to preserve the cultural heritage, a sufficient legal means must be found. By preserving the manuscript heritage from the risks that it may be exposed to, and through this research paper we will learn about the concept of the manuscript from a legal perspective, and clarify the position of the Iraqi legislator on protecting the national heritage represented by the manuscript heritage in the Antiquities and Heritage Law No. (55) of 2002 and other laws, and to know the mechanisms And legal procedures to protect manuscripts from the risks they may be exposed to as they are considered a national treasure, thus enabling the administration of the holy shrines to protect their manuscripts through the legal means available to them.
